Forensic Pathologist

Dr. Joye M Carter has been a forensic pathologist for several decades and a practicing physician for forty years.

Joye M Carter, MD was the first Black American to be named a Chief Medical Examiner (1992) in the history of the US. She was also the first graduate of Howard University College of Medicine to become board certified in the specialty of Forensic Pathology.

Dr. Carter has enjoyed a long history in the field of forensic pathology, beginning with serving as a USAF officer while a medical student to being one of the Deputy Chiefs of the Armed Forces Medical Examiner Department. She has served as the Chief Medical Examiner for the District of Columbia, Houston, Texas, Indianapolis, IN, a busy private consulting practice and was the first full time forensic pathologist in San Luis Obispo, CA.

Dr. Carter has worked as a consultant and case reviewer since her early days of training. She was involved in the secondary postmortem examination of Sandra Bland and is a frequent commentor on CNN. She consulted for the prosecution of Officer Chauvin in the murder of George Floyd. She has been featured several times in the NYT newspaper on issues of bias in the Criminal Justice System.
